Working with several Flammability Laboratories over the past decade(s), and seeking more transparency on given test results, QCM design developed the Flamelab 4.0, which is an independent, Human Factor Free Flammability Chamber.
The Flamelab 4.0 gives traceability for all tests, and answers the “WHY” and “HOW” of the test results and their performance, aswell as additionally allowing for online test witnessing.

Key Responsibilites

  • Responsibility as head of the quality system of the company against LBA, EASA, FAA and other national aviation authorities,
  • Responsibility for the preparation, revision and maintenance of the manual (MOE according regulation (EC) 1321/2014, Part 145),
  • Development of quality procedures, monitoring of process descriptions.
  • Optimization of company internal processes.
  • QM supports and follows the AMTES safety and quality principle as described in MOE, Chapter 1.2
  • Editorial editing of revisions of the MOE and other internal technical documentation, relevant to NAA,
  • Notification of events/Occurrences and non-exhaustive conditions (un-airworthiness conditions) during maintenance to the NAA (LBA), EASA or FAA,
  • Management, administration and storage of the technical personnel records of the maintenance staff defined in the MOE,
  • Granting of Certification Authorizations pursuant to Part-145 and monitoring the qualifications of persons authorized to release (Certifying Staff),
  • Ensure the Quality Assurance Program for all operating units, aircraft, technical departments and facilities, taking into account the monitoring of regulatory requirements and national rules (LBA, FAA, BCAA),
  • Issuing and monitoring the fulfilment of the annual internal audit plan, Part-145,
  • Planning, implementation and monitoring of quality audits in AMTES MRO.
  • Managing the quality of the work performed by the personnel, analyzing the identified failures and malfunctions, developing permanent corrective action plans, to prevent failures and malfunctions.
  • QM has to guarantee:
    – to monitor the deviations determined during an audit, the necessary corrective measures are defined with the respective department manager,
    – that the specified corrective measures are initiated and effective within the specified period,
    – to pass on remedial action procedures arising from the audits to the Accountable Manager and Director Maintenance for implementation,
    – that qualified staff is sufficiently available to meet all the necessary service obligations in its department,
    – that the notification of a change regarding the approval as a maintenance operation to the NAA (LBA), in cooperation with the Accountable Manager.
  • QM is responsible for Suppliers and Subcontractor evaluation and approval.

Your Profile:

  • Several years of experience in technical and / or operational area / in a comparable position in a maintenance organization or for air operators, or experience in maintenance of aircraft, engines or equipment.
  • Higher professional education (in management / personnel management), proven knowledge of internal and organizational workflows in-depth knowledge and experience to ensure compliance with the local regulations (EASA, preferred as well LBA), mainly concerning regulation (EC) 1321/2014. QM has to have a sound knowledge in auditing and quality assurance as well as PART-145, Part 66 and PART 147.
  • Comprehensive knowledge and proven experience in quality management and quality assurance in aviation.
  • Proof of knowledge of AC accepted by the competent authority,
  • Qualifications and experience as an Internal Aviation Auditor (or equivalent).
  • Skills and experience in planning, preparation, implementation and evaluation of educational and training measures.
  • Knowledge of the general technical regulations and statutory ordinances.
  • Knowledge of dealing with quality assurance procedures.
  • Good knowledge of the English language in speech and writing

Why do you need a design company?

Why do you need a design company?

All deviations from an aircraft type design are “changes” that have to be approved by the authorities. Because these deviations can range from a simple correction to a massive structural intrusion, the EASA considers two kinds of changes: minor and major changes. Major Changes are design changes as defined by EU regulation 748/2012 § 21A.91 and GM 21A.91. Minor Changes are all other changes not classified as a Major Design change.

As a Part 21J Design Organization, we are entitled to classify and approve minor changes, as well as help our customers plan for major changes. This gives us more flexibility to find solutions for your requests.

General Information on DTO

As of April 8th 2018, training activities in Declared Training Organisations (DTO) may commence. To do so, an organisation should submit a declaration and the applicable training programmes (syllabi). Additionally a safety policy must be available.
Due to a shortage of resources, the oversight in the DTO domain has been outsourced. After a formal invitation to tender in the fall of 2017 the contract has been awarded to the company Quality Control Management AG (QCM) in Belp.

Consequently, any enquiries, declarations and correspondence in the DTO context should be made to the following address:

Declaration:

By means of a declaration an organisation states that it operates within the bounderies of the law and provides information on training courses offered. In case of changes in the organisation, the declaration shall be amended and submitted again.

 

Safety policy:

The representative of the DTO states by means of a safety policy that the organisation aims for a safe operation of all activities.

 

Annual activity report and annual internal review:

By means of the annual activity report, the DTO reflects on the past year and reviews its internal processes. The annual activity report is made in the first two months of the new year. A template for such an activity report, as well as an annual review checklist will be published here ahead of time.

Training Syllabi for DTO

Training Syllabi for DTO

Flight schools (ATOs and DTOs) have to develop a training programme (syllabus) for any kind of training offered. These programmes are required to comply with Part-FCL of the Air Crew Regulation. Additionally, in case of type ratings, the content of the syllabi has to comply with the operational suitability data (OSD) of the aircraft manufacturer.

A clearly structured, compliant and appropriate training programme may lead to lower certification costs. To assist the organisations in developing their training programmes, FOCA has collaborated with the Swiss Helicopter Association (SHA) to publish training programme templates for helicopters. The airplane training programmes (LAPL(A)/PPL(A)) of “Motorflug-Verband der Schweiz” (MFVS) was the basis to develop the airplane syllabus templates. The associations and the FOCA are providing these documents free of charge. The FOCA recommends training organisations to use these templates to facilitate the development of their training programmes, especially in the ATO domain.

Templates are available for the scope of activity of DTOs and ATOs to the level of the private pilot’s license. We recommend training organisations to use these templates and adapt them as necessary. In case of the ATO, the syllabi require prior approval before use and are an attachment to the Training Manual (TM). DTOs are required to declare their training programmes.

The MFVS is of the view that the training programmes (up to PPL) must be available in the national languages of French and German and declared themselves willing to assist with the translations.

Training programmes for balloons and sailplanes are still in development and will be published as soon as possible.

External LEDs for your Bombardier aircraft!

QCM design has done it again! We have secured EASA approval for the replacement of the current external Landing, Taxi, and Navigation halogen lamps on a Challenger 604 with new LED lights. The LED lights were implemented in place of the existing halogen lights in order to reduce maintenance costs, due to the longer life cycle. They offer improved illumination, longer lifespan and greater reliability with an increased mean time between failures. The further benefits to the operator are improved reliability, power consumption reduction and weight savings.

We received the STC Approval 27 June 2017, and we look forward to receiving your notices of interest upon successful completion of this endeavor!
